As Hà Nội pushes forward with a massive Red River development that could upend the lives of 200,000 people, the elected representatives tasked with voicing the concerns of their constituents are nowhere to be found. 

The Latest: Seventeen National Assembly delegates elected by residents in the Red River alluvial areas remain completely silent regarding the Red River Landscape Boulevard project. As a result, frustrated residents are posting online to express their hopes that these representatives will speak up for them and reflect their concerns. 

The Details: Hà Nội has 32 delegates, 17 of whom represent five electoral units that encompass the 16 wards and communes within the project area.

Among the prominent delegates representing these areas are:

  • Nguyễn Duy Ngọc, head of the Central Organization Commission; 
  • Hoàng Minh Sơn, minister of Education and Training; 
  • Nguyễn Kim Sơn, deputy head of the Central Policy and Strategy Commission; 
  • Đỗ Đức Hồng Hà, deputy chair of the National Assembly’s Committee on Science, Technology, and Environment. 

Despite their positions, no delegate has publicly addressed the project.

Under the Law: Under the current Law on Organization of the National Assembly, all National Assembly delegates nationwide can speak up for the Red River residents because they represent the will and aspirations of voters in their constituencies and the people nationwide.

The Background: On the morning of May 11, 2026, the Hà Nội People’s Council approved the investment policy for the Red River Landscape Boulevard project, with 100 percent of attending delegates voting in favor. 

The development covers approximately 11,418 hectares and has a preliminary total investment of about 736.963 trillion đồng, or $28 billion. Authorities expect the development to affect about 200,000 residents. 

Why It Matters: In recent weeks, residents in the localities affected by the project have taken numerous actions to oppose the project’s policies. 

They have continuously submitted petitions, open letters, personal appeals, pleas for help, and other writings, while also hanging banners and displaying slogans. 

Their core demands are no total clearance, priority for preserving villages and existing residential communities, and adequate compensation.

On Vesak Day, residents of the Hải Bối ancient village, located in the former Đông Anh district, wore matching shirts printed with slogans and visited village communal houses and pagodas to pray for divine protection over their neighborhoods. 

Additionally, a nonprofit website called “Cộng đồng ven sông Hồng” recently appeared, aiming to equip residents with knowledge and guidance on how to file petitions.
