Việt Nam is looking to expand sea reclamation spaces as new central directives pave the way for coastal expansion.
The Latest: On July 28, the Communist Party Central Committee issued Resolution No. 21, outlining viewpoints and orientations for amending the Land Law and other related laws.
- A central focus of this resolution is expansion of sea reclamation spaces, which the party designates as “a new development resource.” (Article 2.1)
The Details: The resolution emphasizes the need to “effectively manage and exploit underground space and sea reclamation space in localities” when formulating land-use master plans and plans in the coming period. (Article 2.1)
- Furthermore, the Party Central Committee directs that new “regulations on the land-use regime for the construction of aboveground works, underground works, and land formed” from sea reclamation activities must also be added. (Article 2.8)
Ongoing Projects: Private conglomerates are currently executing numerous sea reclamation projects across the country. Notable examples include:

- The Đà Nẵng sea reclamation megacity
- The Trần Đề – Cù Lao Dung sea reclamation megaproject
