Communist Party Central Committee Issues Resolution 21 on Sea Reclamation, ‘New Development Resource’

Việt Nam is looking to expand sea reclamation spaces as new central directives pave the way for coastal expansion.

The Latest: On July 28, the Communist Party Central Committee issued Resolution No. 21, outlining viewpoints and orientations for amending the Land Law and other related laws.

  • A central focus of this resolution is expansion of sea reclamation spaces, which the party designates as “a new development resource.” (Article 2.1)

The Details: The resolution emphasizes the need to “effectively manage and exploit underground space and sea reclamation space in localities” when formulating land-use master plans and plans in the coming period. (Article 2.1) 

  • Furthermore, the Party Central Committee directs that new “regulations on the land-use regime for the construction of aboveground works, underground works, and land formed” from sea reclamation activities must also be added. (Article 2.8)

Ongoing Projects: Private conglomerates are currently executing numerous sea reclamation projects across the country. Notable examples include:

  • Vinhomes Green Paradise
  • The Đà Nẵng sea reclamation megacity 
  • The Trần Đề – Cù Lao Dung sea reclamation megaproject

Why It Matters: A resolution of the Communist Party Central Committee is a document that expresses the orientation of the party following central committee meetings.

  • Because a single ruling party leads Việt Nam, these central resolutions possess far-reaching influence and generally shape national policy and law. 

Resolution No. 21 will serve as the foundational document guiding the amendment of the Land Law and will shape the management of land-related issues in the coming period.
