The Ministry of Public Security expands its mandate beyond law enforcement by courting global capital and technology investments.

The Latest: On Sept. 22, New York time, Public Security Minister Lương Tam Quang met with executives from BlackRock and Cantor Fitzgerald while accompanying President Tô Lâm to the United Nations headquarters in the United States.

  • During the meetings, Lương Tam Quang urged the international financial firms to provide more long-term capital and to support strategic infrastructure development, financial market expansion, and digital transformation in Việt Nam.

The Two Firms: BlackRock is the world’s largest asset manager and a financial advisory firm.

  • Developing artificial intelligence infrastructure and promoting the use of AI in digital asset management have recently been among its leading priorities.

Cantor Fitzgerald is a leading global investment and financial services firm.

  • Its chairman, Brandon Lutnick, is the son of U.S. Commerce Secretary Howard Lutnick.
  • The firm is a global leader in cryptocurrency.

The Background: The meetings with the two major financial firms follow a series of recent ministry engagements with international finance and technology companies:

  • In July 2026, the ministry met with logistics company Yamato to discuss developing an air cargo hub at Gia Bình Airport, a project under the ministry’s management.
  • In early August 2026, the ministry met with 14 leading U.S. companies in the defense and security, technology, and energy sectors.

The MPS’ Expanded Mandate: In late August, the prime minister assigned the Ministry of Public Security to serve as the standing agency for Steering Committee 57, covering science, technology, innovation, digital transformation, data, national cybersecurity, and the semiconductor industry.

  • The Party Central Committee’s Office previously held that role.
