Scoring Citizens via VNeID: Is Việt Nam’s Draft Resolution Unconstitutional?

Intense controversy has erupted since the Ministry of Public Security released the draft Resolution on the development of digital citizens. [1] Many have voiced strong opposition to the draft, with the backlash centered on provisions that emphasize control through the VNeID application—specifically, the scoring and ranking of citizens. [2]

A brief scroll through social media reveals the depth of this sentiment. Comments range from skepticism and doubts to criticism, anger, and even outright verbal abuse. [3] The public is frustrated not only with the regulations and the drafting agency but also with the political system that allowed such ideas to be formalized.
