- The paperwork claims to have been signed on Aug. 27, 2026, by Nguyễn Ngọc Quyền, who is identified in the text as a “colonel” and a “deputy head of the Hà Nội City Police Investigation Police Agency.”
- It remains unclear who first circulated the document online; its authenticity has not been officially confirmed.
The Details: The document states that the Hà Nội City Police Investigation Agency had decided to “initiate criminal proceedings for ‘violating regulations on road traffic participation’ in connection with an incident that occurred on May 30, 2025, on Nguyễn Huy Tự Street, Hai Bà Trưng District, Hà Nội.”
- However, after conducting checks, Luật Khoa found several indications that the document is likely fake.
Nguyễn Ngọc Quyền’s Rank and Position: The document identifies him as a colonel, but the Minister of Public Security Lương Tam Quang promoted Quyền to major general on June 2, 2026—nearly three months before the document’s purported date of issuance.
- Quyền currently serves as a deputy director of the Hà Nội City Police. The circulating document, however, identifies him as a deputy head of the Hà Nội City Investigation Agency, a unit subordinate to the city police.
Hà Nội City Police Deputy Director Col. Nguyễn Đức Long currently concurrently serves as head of the Investigation Police Agency.
- As noted above, Quyền holds the rank of major general, which is senior to colonel.

The Official Seal: The circulating document contains an incorrect official seal.
