In 2025, “merger” became one of the most defining keywords in Việt Nam. It appeared everywhere: from the consolidation of ministries and media organizations to the merging of schools and hospitals. [1][2][3]

However, the most significant shift was the merger of provinces and centrally governed cities—a move state media described as an effort to “rearrange the national landscape.” [4] On July 1, 2025, Việt Nam entered a new era, officially operating under a two-tier system of local government that reduced the number of provinces and cities from 63 to 34. [5]
