Between April 6 and 8, the 16th National Assembly elected and approved 44 state leadership positions. Seven of these individuals are from Hưng Yên Province, a region that now includes the formerly separate Thái Bình. This places Hưng Yên second nationwide, tied with Hà Nội and trailing only Ninh Bình, which holds eight seats—partly due to Phan Văn Giang serving dual roles as deputy prime minister and minister of national defense.
Most notably, Hưng Yên officials now hold 4 of the 17 key and senior state leadership positions. This accounts for 23.53%, securing the highest share in the country ahead of Ninh Bình and Hà Nội, which each have three individuals (17.65%). Looking at key leadership, General Secretary Tô Lâm was elected president on the morning of April 7. He now heads both the Communist Party and the state, effectively holding two seats within the “four pillars.”
In terms of senior leadership, Hưng Yên figures include Procurator General of the Supreme People’s Procuracy Nguyễn Huy Tiến, as well as Nguyễn Khắc Định and Nguyễn Hồng Diên, who serve as two of the six vice chairmen of the National Assembly. For context, this current term includes six vice chairmen, six deputy prime ministers, one vice president, the chief justice of the Supreme People’s Court, and the procurator general of the Supreme People’s Procuracy.
Under Politburo management, officials from Hưng Yên include Minister of Public Security Lương Tam Quang, Minister of Industry and Trade Lê Mạnh Hùng, and Minister of Education and Training Hoàng Minh Sơn. Additionally, Hưng Yên Provincial Party Committee Secretary Nguyễn Hữu Nghĩa was elected state auditor general, though he does not originally hail from the province.
Important: The public was unable to follow the process of electing the new state leadership, as the first session of the 16th National Assembly only broadcast the closing session and the oath-taking ceremony live.
Context: Hưng Yên is the home province of General Secretary Tô Lâm. Following his rise to the top position in the Communist Party, individuals from Hưng Yên have taken on increasingly prominent roles within the state apparatus. During the 16th National Assembly election held this past March, 52 deputies were from Hưng Yên. This accounted for 10.4% of all seats, ranking second nationwide behind Ninh Bình’s 54 deputies.
Furthermore, Hưng Yên previously led the country with 86 candidates for the 16th National Assembly. At the 14th Party Congress held in January, 20 members of the Communist Party Central Committee were from Hưng Yên, representing 10% of the total and tying for the top position with Ninh Bình.
