The Latest: On May 12, the Hà Nội People’s Committee issued Decision No. 2446, allocating 16,060 square meters of land in plots C2-CT1 and C2-CX1 within the Tây Hồ Tây urban area to build state-backed housing for the police force.

The land was allocated without an auction of land-use rights or a bidding process to select the investor.

The Details : The project investor is a joint venture between Lạc Hồng Investment Joint Stock Co. and Nam Tam Đảo Joint Stock Co.

Of the total allocated area, 12,766 square meters will be used for housing construction and is classified as urban residential land. The remaining 3,294 square meters will be utilized for greenery and public space.

The state allocated the land with land-use fees payable; however, the developer is exempt from paying these fees under Clause 2, Article 85 of the 2023 Housing Law and Clause 3, Article 18 of Government Decree 103/2024 .

Apartment owners will be granted certificates of land-use rights and ownership of assets attached to the land for a long-term, stable period. The project’s land-use term is 50 years, starting from May 12, 2026.

The Background: The Tây Hồ Tây area is known as an affluent urban zone with some of the highest land prices in Hà Nội, widely considered one of the city's most expensive “rich people’s” urban areas.

Under the adjusted land price table issued by Hà Nội in late 2024, the land in that area is valued at 113 million đồng per square meter. In practice, many villas and townhouses in the area are listed for sale at three to five times the published official price.

Since late 2025, the Ministry of Public Security has repeatedly broken ground on several state-backed housing projects for the police force, including developments on plots OCT1 and OCT3 in the Xuân Phương urban functional area and the X1 land plot in Phú Thượng Ward, Hà Nội. By 2026, the ministry plans to expand this initiative to a total of 19 projects, providing approximately 21,000 additional apartments.

Why It Matters: This development fulfills Prime Ministerial Decision No. 444/QĐ-TTg, signed on Feb. 27, 2025, which tasks the Ministry of National Defense and the Ministry of Public Security with completing 2,000 state-backed housing units annually from 2026 to 2030.

Furthermore, in a draft decree on cybersecurity protection forces released for public comment in late March 2026, the Ministry of Public Security proposed special benefits for this force, including priority access to housing and health care.
