​The Latest: On May 12, the Hà Nội People’s Committee issued Decision No. 2446, allocating 16,060 square meters of land in plots C2-CT1 and C2-CX1 within the Tây Hồ Tây urban area to build state-backed housing for the police force. 

The land was allocated without an auction of land-use rights or a bidding process to select the investor.
