Local authorities issue a sudden ultimatum for residents to vacate land for the new Gia Bình Airport project.
The Latest: At 2:41 p.m. on June 24, the Facebook page “Gia Bình Commune Communications—Bắc Ninh Province” posted Notice No. 205 from the Gia Bình Commune People’s Committee.
- The document required residents in the Gia Bình airport project area to “urgently relocate and dismantle assets” and hand over a “cleared site” to the investor before 4 p.m. the same day.
- This provided residents with only a few hours to complete their relocation before the entire area would “officially close, with all entry and exit completely prohibited to serve project management and construction.”
The Details: Under the post, residents expressed their anger at the rushed demand.
- An account named Hoa Cỏ May wrote, “Posted less than two hours in advance, and residents are forced to comply. The people suffer and lose out in every way.”
- Another account, Lưu Tân Bắc, commented: “The document was posted just 15 minutes ago. The handover was yesterday, June 23. And now it ends in just over one hour — isn’t that too rushed? Basically, residents have already left. To be reasonable and humane, they should be given until 5 p.m. tomorrow, June 25, 2026. There should be no excessive rush for time-based performance targets.”
The sudden order was based on the conclusion of the Gia Bình Commune Party secretary and the head of the commune project steering committee at a meeting held on June 23.
- According to the notice, the commune People’s Committee had officially handed over land in four villages—Ngô Thôn, Mỹ Thôn, Lương Pháp, and Thủ Pháp—to the investor for project construction on June 20.
However, “through field inspections in the villages,” the commune found that some households were still “dismantling and moving assets to their new residence.”
- “To ensure project progress,” the committee ordered households with assets inside the “APEC boundary area” to “urgently complete relocation and dismantlement” and “hand over a cleared site to the investor no later than 4 p.m. on June 24 — today.”
Failed Attempts to Contact: It remains unclear what exact time the document was issued or whether it was published through other media channels, as Luật Khoa could not find the notice on the Gia Bình Commune official portal.
When Luật Khoa contacted the Gia Bình Commune People’s Committee by phone for verification, the individual who answered confirmed they were a responsible official but refused to provide information or disclose their position.
- When asked when Notice No. 205 was issued, the person stated, “What document? I’m not very clear,” and hung up.
Additionally, Luật Khoa contacted the “Gia Bình Commune Communications – Bắc Ninh Province” Facebook page—which currently has more than 15,000 followers and regularly posts official documents bearing the commune People’s Committee’s stamp—to confirm its official status.
- The page read the message at 3:17 p.m. but did not respond.
Project File: Gia Bình Airport is one of the fastest-moving infrastructure projects currently underway in Việt Nam, despite its investment policy receiving approval only in mid-December 2025.
- Managed by the Ministry of Public Security, the project is divided into two main construction phases: from 2025 to 2030, and from 2031 to 2050. Crucially, the first two years of construction are entirely focused on building facilities to serve the upcoming 2027 APEC Summit.
- With Masterise Group serving as the investor, the project boasts a total investment capital of approximately 196.378 trillion đồng (about $7.5 billion).
- To complete the airport, the state will recover nearly 1,885 hectares of land, affecting an estimated 7,100 households and 118 organizations, with about 5,800 households expected to require resettlement.
Why It Matters: Gia Bình Commune in Bắc Ninh Province has become a focal point of public scrutiny regarding land clearance.
- Since late May 2026, local authorities have forced hundreds of households to dismantle their homes and move into temporary housing areas.
- This relocation has taken place at a “rapid and urgent” pace, even though provincial authorities have not yet built resettlement areas or provided reasonable compensation for the residents.
The situation escalated after the Diocese of Bắc Ninh posted complaints on social media from Catholic residents within the cleared area.
- Many residents reported that their electricity and water had been cut and that they were forced to move into temporary housing with extremely low compensation.
- Furthermore, on June 13, 17 graves belonging to residents of Ngọc Xuyên Village in Gia Bình Commune were illegally leveled during the land clearance process, with provincial authorities stating they “did not know who gave the order.”
