Việt Nam’s Police Seek More Power — and More Protection for the Communist Party

The Ministry of Public Security (MPS) is using the draft amended Penal Code to push two major changes that would expand police power while giving the Communist Party stronger criminal-law protection.

The proposals move in two directions at once: shielding police officers from criminal liability for certain “operational measures” while creating a clearer legal basis to punish speech or materials deemed hostile to the Communist Party. Together, they would make the police less vulnerable to prosecution—and citizens more vulnerable when criticizing the Party.
