Gia Bình Commune praised the “spirit of consensus” among residents in the project area.
The Latest: On June 25, Gia Bình Commune in Bắc Ninh Province held a preliminary review conference on land clearance for the Gia Bình airport project. According to the commune’s media channel, the relocation of 1,400 households across four villages—Ngô Thôn, Mỹ Thôn, Lương Pháp, and Thủ Pháp—located “within the APEC boundary” was completed in just 38 days.
The Details: The local media channel reported that despite a heavy workload that “affected thousands of households and involved many complex issues,” the land clearance was executed “decisively and systematically” due to “the consensus and sharing of the people.”
- A subsequent report published on June 26, titled “Gia Bình’s Mission to Open the Way — A National Aspiration,” claimed that the handover of cleared land to the investor finished “one week ahead of schedule.”
- While the Gia Bình Commune information portal covered the event, it did not provide specific details regarding the total relocation timeline.
- However, the portal noted that “the consensus, sharing, and sacrifice of private interests for the common good by the people” served as “an important premise” for accelerating the project’s progress.
- Attempts to contact the Gia Bình Commune People’s Committee by Luật Khoa to verify this information, ask about the residents’ “consensus,” and inquire about the resettlement situation of the 1,400 households were unsuccessful.
The Background: Gia Bình Commune in Bắc Ninh Province, one of the areas subject to clearance for the Gia Bình airport project, has become a focus of public attention. Since late May 2026, local authorities have forced hundreds of households to dismantle their homes and move into temporary housing areas to return land to the investor.
- This relocation has been conducted in a “rapid and urgent” manner, even though provincial authorities have yet to construct resettlement areas or provide reasonable compensation for the affected residents.
- The issue gained widespread public attention after the Facebook page and website of the Diocese of Bắc Ninh posted information regarding parishioners’ grievances.
- Many residents reported that their electricity and water had been cut off and that they were forced into temporary housing with meager compensation.
Public Reaction: On June 24, Gia Bình Commune issued an “ultimatum” requiring residents in the four villages to move out within several hours so that a “clean site” could be handed over to the investor before 4 p.m. the same day. After the handover, the area would be “closed,” with people barred from entering.
- The announcement on the Facebook page “Gia Bình Commune Media — Bắc Ninh Province” has drawn an unusually high level of engagement, with more than 2,000 reactions—about half of them “haha” and “angry” reactions—and more than 600 comments expressing residents’ frustration.
- In addition, under videos posted by the Bắc Ninh newspaper praising the “skillful mass mobilization” and “high consensus,” residents openly criticized the authorities’ media messaging.
The Project: The Gia Bình airport project, managed by the Ministry of Public Security with Masterise Group as the investor, has a total investment of approximately 196.378 trillion đồng ($7.47 billion USD).
- Although its investment policy was only approved in December 2025, the project is divided into two main construction phases: from 2025 to 2030, and from 2031 to 2050. The first two years will focus heavily on building facilities to serve the 2027 APEC summit.
- In total, the project will recover nearly 1,960 hectares of land, affecting approximately 7,100 households and 118 organizations, with around 5,800 households expected to be resettled.
