A cargo vessel linked to Việt Nam’s island-building campaign has gone down in contested waters. 

The Latest: On July 26, BBC News Tiếng Việt, citing China’s Global Times, reported that a cargo ship named Khôi Nguyên 18 sank in the South China Sea.
